公告丨汤计博爱新闻致敬

各位新闻媒体以及从事行业的学子们:

“汤计博爱新闻致敬”是由北京大学公共传播与社会发展研究中心和中国新闻史学会编辑出版研究委员会主办,由中国红十字基金会“汤计人道传播基金”资助,以红十字国际委员会东亚地区代表处作为支持单位,在相关合作媒体和传媒研究机构支持和参与下开展的新闻传播活动。

“汤计博爱新闻致敬”由“汤计博爱新闻奖”更名而来,本次活动旨在向传播人道公益事业而努力的新闻传播界人士和优秀新闻作品致敬,弘扬新闻传播在促进人道公益事业发展和弘扬人道博爱奉献精神中所发挥的力量,倡导和鼓励新闻媒体及其从业人员关注处于人道困境中的最易受损人群的生存境遇。

自2018年元旦起,北京大学公共传播与社会发展研究中心将联合新闻媒体、门户网站,以线上申报方式公开征集博爱新闻杰出作品,包括文字、图片、音视频三类。截止申报时间为2018年2月28日24点,申报的作品发表时间在2016年1月1日至2017年12月31日之间 。

2018年3月中旬,中心将组织由新闻与传播学术研究界、新闻媒体界、编辑出版界、公益界人士等组成的评审委员会,初步筛选全部申报参选媒体人及新闻作品,结合专家推荐意见,提出入围名单,公示15个作品,公示时间为1周。同时在北京大学召开以“汤计博爱新闻致敬”为主题的学术研讨会。2018年3月底至4月底,中心将举行“汤计博爱新闻致敬”典礼。

重访尼泊尔第二天 

北大师生调研灾后重建区


  #We Can Do#29日,北大师生尼泊尔调研队驱车约6小时到达距加德满都约80公里的Nuwakot地区,调研并考察中国爱德基金会在该地开展的灾后重建和人道主义救助等工作。调研队走入当地老百姓灾后用铁皮、木棍和竹子搭建的安置房,并和当地居民交谈,详细了解他们425地震后的生活和教育状况。爱德等中国公益组织的赋能,带动了当地的社区能力建设,给当地带来了积极的改变,也获得了当地人对中国民间公益组织的积极评价。


#We Can Do#on the 29th, teachers and students of Peking University investigating and researching team drove for about 6 hours to the Nuwakot area which is 80km away from Kathmandu. They investigated, researched and examined the work that The Amity Foundation has done on rebuilding and humanitarian assistance. The team went into shelters made of iron sheet, wooden sticks and bamboo by the local residents. They had conversations with the  local residents and learnt about their living and education conditions after the earthquake happened on April 25, 2015. Organizations like The Amity Foundation have energized local community development and brought positive changes.  The Chinese non-government commonweal organizations received the local people’s positive evaluation as well.

安置房聚不同种姓的家庭共为邻里

Settling in the temporary houses and neighboring with different castes


PCSD调研团队一行,首先到访Chainpur 村一户中产家庭。户主Ram Bahadur B.K家中三代9口人住在低矮的、不超过30平米的安置房内,木床上只铺了破旧的草席。房屋用约2米高的木棍支撑,竹子做横条固定,屋顶则是相对坚实的铁皮,四周以铁皮、铁丝网围住。从居住条件来看,夏季屋内空间狭窄、闷热难耐,其他地方则很难遮风挡雨,目前,尼泊尔将进入雨季,户主对此感到担忧。据当地居民介绍,目前村里大多数人仍然住在安置房内。

The PCSD team visited a middle-rancked caste family in Chainpur village firstly. The householder Ram Bahadur B.K has 8 family members of 3 generations living in the shabby house which is less than 30 square meters. They only spread a straw mat over their wooden bed. The house was supported by sticks which is around 2 meters in length, and was fixed by bamboo fence. The roof was made of relatively firmer iron sheet besieged by sheet and wires. From the living conditions, it’s narrow and muggy inside in summer and has no other place to shelter from the storm. Nepal is about to enter the rainy season soon and Ram Bahadur B.K concerns about it very much. According to local residents’ explanations, most villagers are still living in the temporary houses.



地震之后,NTF(“改变尼泊尔”公益组织)、爱德等NGO组织率先进入该地区开展救援和重建工作,协助开展集中安置活动,由此,不同种姓的家庭成为邻里,共同生活在了一起。

After the earthquake, NTF, The Amity Foundation and more NGOs organizations took the lead entering the area and launched rescuing and rebuilding projects, helping to muster people and carry out resettlement activities. Thus, families from different caste have become neighbors and been living together.


据介绍,爱德最初建了70个临时住所,灾后初期,紧急安置是以木棍和防雨布搭建,进入转移安置阶段,就建设了目前的铁皮房。当地人可以向NTF等NGO组织申请,机构为他们统一采购铁皮等物资,随后分发给村民自行进行搭建。爱德该项目负责人张超介绍说,爱德LWF开展合作,在Nuwakot地区为2744户人家建设了转移安置房屋。

According to the introduction, The Amity Foundation built 70 temporary residences at first. Early after the earthquake, emergency settlement places were put up with sticks and waterproof cloth. At the statement of transferring and settling, iron sheet houses were built. Local residents can apply to NGOs organizations like NTF, and the organizations will purchase supplies such as iron sheet for them, then handed out to villagers to build on their own. Zhang Chao, the person in charge of the project from The Amity Foundation, introduced that The Amity Foundation has cooperated with LWF, building temporary houses for 2744 families in Nuwakot area.



据当地人介绍,村里65户人家,其中,5至10户属高种姓人家,即high class family 。目前,当地不到10%的高种姓家庭搬入了自己建设的新房。另外,10多户中间种姓家庭正在建房,估计5至6个月后即可住进新的砖石钢筋结构的房屋,然而低种姓人家住进新房的时间依然遥遥无期。

According to local residents, there are 65 families in the village. Among them, 5 to 10 families belong to high-ranked castes. Now less than 10% high-ranked caste has moved into their newly built houses. More than 10 middle-ranked caste are working on building their new houses, which are supposed to be done in 5 or 6 months and then people can move into reinforced masonry structured houses. However, low-ranked caste families can only have their new houses in the distant future.

合作组令成员获得启动资金

随后,PCSD团队一行在村内年轻小伙Harisaran Lama的引领下,来到他建在半山腰的养鸡场。

Soon afterwards, the PCSD group came to the chicken farm owned by a young man named Harisaran Lama following his lead.



幼鸡住在安置房内,正在唧唧觅食。小伙子介绍说,他参与养殖合作小组,大约50天售卖一次,加德满都商贩会开车来收购,每只500卢比(大约30人民币)。由于家庭困难,他最初向合作小组借贷资金,现在有了收入,还清了贷款,他“非常开心”。

Baby chickens live in the temporary shelters and were chirping and foraging. The young man said that he participated in the cultivating cooperating group and sells and sold the grown-upchickens about every 50 days. Retailers in Kathmandu would come and collect the chickens with trucks.The average price of one chicken is about 500 NPR(about 30 RMB). Since his family was financially strained, he borrowed money from the cooperating group at first. Now that he has incomes and paid off his loans, he felt “very happy”.


张超介绍说,类似的合作小组,爱德在该地共建了9个,每个小组由一个组长、一个副组长、一个财务管理员、一个文件管理员和若干村民组成。每个小组各有侧重,培训村民西红柿、土豆等蔬菜种植,鸡禽养殖和衣物纺织等技能,村民在合作小组的指导和帮助下开始生产。若缺乏启动资金,小组成员则可以通过小额贷款的形式,获得购买种子、鸡苗的启动资金。

Zhang Chao introduced that there are 9 similar cooperating groups in total founded by The Amity Foundation. Each group consists of a group leader, a vice group leader, a financial manager, a document manager and several villagers. Each group has different focus: to train villagers to grow vegetables like tomato and potato, to train to cultivate chickens and fowls, and to train to spin and weave. Villagers started to produce under the guidance and help of the group. If they lack the starting capital, group members can gain seed capital for purchasing seeds and baby chicks through small loan.



据介绍,小额贷款又分为两种方式:1. NGO和当地类似银行的机构合作,为每个小组提供16万卢比(大约10200人民币)。贷款贷给通过项目评估的项目申请人,只借给小组成员,要三个人在场,主席、证明人、 NGO人员,保证过程的透明性。2. 每人每月向合作小组存入100卢比,这笔资金通过申请、协商贷给需要的村民。项目结束后,钱就交给合作小组内部协商处置。NGO组织不设定贷款额度,但合作小组会商讨内部规则,比如缝纫小组最高能贷3万卢比。

According to reports, there are two ways to get small loans: 1. NGO cooperates with local banks, and provide each group 160,000 rupees. The loan is lent to the project applicant through the project evaluation, only to the team members. There must be three people on the scene: the Chairman, the Provingman, one of the NGO staff to ensure the transparency of the process. 2. Members of the group has to pay 100 rupees per month to the team, which is loaned to the villagers through the application and consultation. NGOs organizations do not limit the amount of the loan, but the cooperation group will discuss the internal rules, such as the sewing group maximum loan of 30,000 rupees.

农作物给彼此增添无限生机

接着,北大师生等青年、媒体代表又乘车去探访”Mandradhunga”村的”Gyanu Rai”(女)带领的纺织小组部分成员。Gyanu Rai既是当地的族长,也是纺织小组的负责人。该纺织小组共68人,其中66名女性,2名男性(但并不参与生产活动),是9个合作小组中人数最多的一个。

Then, the delegation from Peking University visited the members of the textile group led by Gyanu Rai (female) of Mandradhunga village. Gyanu Rai is the head of the local patriarch and textile group. The textile group has 68 members, of which there are 66 women, 2 men (but not involved in production activities). It is the largest one in nine cooperating groups.



代表团到访,当地村民既兴奋又略显羞涩。代表团成员把牛轧糖、饼干等零食分给当地孩子们。他们热情招呼队员坐下休息,还带来各种冷饮。太阳暴晒、黄土漫天的路边,喝到清凉可口的饮料,队员和孩子们十分开心。

For the visit of the delegation , the local villagers were both excited and slightly shy. Members of the delegation gave some nougat, biscuits and other snacks to local children. The villagers not only warmly welcomed the team members, asking them to sit down to rest, also shared a variety of cold drinks. Sitting on the roadside, exposing to sufficient sunshine and sand storm,  team members and children were very happy to enjoy the cold drinks.


震后两年间,她们参加合作小组培训,学会了剪裁、缝纫并做裙子、纱丽等服饰。Gyanu Rai高兴地说:“”当地村民很喜欢我们做的服饰,想向她们购买,所以我们的制衣店下个月就会开张啦。”

For two years after the earthquake, they participated in the cooperation group training and learned to cut, sew, and make skirts, saris and so on. Gyanu Rai said happily to us: “The Local villagers are very fond of our costumes and eager to buy from us, so our clothing store is going to open next month. “


现就读于加德满都大学社会学专业的研究生Ravindra Das认为,尼泊尔是一个农业为主的国家,不掌握新技术,只用传统方式劳作,收入会很低,但通过社区培训,村民可以掌握新的生产技术,收入不断增加,生活大大改善了。

Ravindra Das, a graduate student specializing in sociology at Kathmandu University, argues that Nepal is an agriculture-dominated country where the income will remain low if it does not master new technology and work in the traditional way. But through community training, the villagers can handle the new production technology, which contributes to the increasing income and great improvement of life standard.



NGO采取系统行动前,当地家庭的以前收入极不稳定,“看天吃饭”,靠丈夫在军队服役或在外打工的收入维持生计。收到爱德的帮助,收入翻了2至3倍。

Before the NGOs took the systematic action, the income of  local family was very unstable, always like “supplied food by the god “, most of the family survived by the income made from husband in military or working outside . After the help of Amity Founction, the income of the local family has doubled or even tripled.


调查团一行走到田间,了解当地居民饲养牛羊,种植西红柿、茄子等农作物的情况。听到当地人称秋葵为“Lady Figure”(女士身姿),大家笑得十分开心。

The delegation went to the field to learn about the situation of livestock-feeding, tomato and eggplant planting, etc. Hearing the local people called okra as “Lady Figure” (lady posture), everyone was dramatically amused.


由于这里土地缺乏灌溉水源,蔬菜处于明显缺水状态。村民们在高处建了一个蓄水池,从河里抽水到蓄水池,解决灌溉问题。

Because of the lack of irrigation water , the local vegetables were in apparent water shortages. With help of Amity Foundation, the villagers built a reservoir on height, pumping water from the river to the reservoir, to solve this problem.



回加都路上,天色渐暗,还下起了大雨,洗去了白天的扬尘。车子在泥泞的乡间道路上跋涉,队员们在车上疲惫地睡着了。


从当地时间早上7点出发,PCSD团队全身心投入工作,全然忘记了午饭,深夜回到加德满都。代表团成员们表示,国际公益调研,感受于心,体悟于行。


这里就像改革开放前的中国,人的命运被大自然装订的何其相似,但行动力不同,才有了更多可能性


On the way back to Kathmandu, night fell and rain came soon washing away the dust of the day. The car trekked on the muddy country road, while the members of the group fell to sleep after an exhausted day.


From 7 am local time, the PCSD team was fully devoted to work and even forgot lunch until returning to Kathmandu in midnight. They said that the international public interest research is something they keep in mind, realized in practice .


Nepal is like former China before the Reform and Opening up, the destiny of the people is similar regulated by the nature, but action makes difference and creates more possibilities.

众木成林|重访尼泊尔第四天 北大师生考察国际公益组织

   重访尼泊尔第四天




天时不如地利,地利不如人和。

当地时间5月1日,北大公传(PCSD)尼泊尔调研代表团走访了Save the Children、Christian Aid和Islamic Relief Worldwide等国际NGO公益组织。


各家机构负责人分别向调研团介绍了本机构尼泊尔425地震后,开展的人道主义援助和灾后重建工作,特别是其间遇到的困难、挑战,并应询提及对中国NGO国际化实践的建议。



Save the Children在全世界拥有26个成员组织,在125个国家开展工作,每年的运作资金近13亿美元。


Save the Children在尼泊尔参与公益已经超过40年,已经与当地政府建立了友好关系,设有常驻办公室,在救灾过程中能够立刻作出反映。


据工作人员介绍,Save the Children在尼泊尔425地震救灾和重建中,具有其独特优势。一方面,在当地政府的支持下,物资和人员得以快速进入灾区;另一方面,Save the Children能快速协调直升机,提升物资调用的速度。



调研团就救灾中媒介使用及效果、中国NGO表现等情况,采访了国际人道主义救助组织Islamic Relief Worldwide代表jamal和41个英国和爱尔兰教会官方代理机构Christian aid代表Patnaik。


Patnaik认为,媒介在救灾过程中起到了重要作用:


第一,可以在NGO国际网络发布合作信息和分享相关信息,因为移动工具的便利,联络更加频繁了;


第二,通过电影等媒介在捐助者、组织和灾民三者之间建立起了连接;


第三,预防、救援和重建中,社交媒体提高了应急的速度,灾难现场一发生就会被以图片、视频等形式迅速传播出去。



在座谈中,师老师表示,“独木不林,众木成林”,中国NGO国际化进程中,需要与成熟的国际NGO加强经验交流互鉴。


现阶段中国NGO国际化处于起步阶段,更需要借鉴和熟悉国际人道主义援助的成熟标准和准则,如人道主义宪章及赈灾救助标准等。


同时加强公益传播的相关培训,更好发挥媒体人、公益志愿者等广泛群体的重要作用。


参与会谈的,还有中国爱德基金会的何文副秘书长。各方希望达成更加广泛的多边合作,发挥中国社会组织和民众在国际公益事业的力量。

#We Can Do#30日,北大师生尼泊尔调研队先后考察了博大哈佛塔和中国扶贫基金会的尼泊尔办公室,并出席Mahendra Adarsha Vidyashram学校重建奠基仪式。



北大公传一行考察尼泊尔古迹

当地时间上午7:30,北京大学尼泊尔调研代表团到达尼泊尔当地称为“小西藏”的博大哈佛塔,即满愿塔。

 

2015年尼泊尔8.1级地震,造成中博大哈佛塔顶部开裂,现已修缮完毕。

 

当地人介绍说,中国公益力量在古迹修缮中做出了重要贡献。

博大哈佛塔是尼泊尔的世界文化遗产之一,亚洲乃至世界最大的覆钵体半圆形佛塔。

宗教在尼泊尔人民的生活中占有重要位置。每当黎明的晨曦进人千家万户时,男女老幼便携带着奉献给众神的贡品到印度教或佛教的寺庙去。


在尼泊尔,通过宗教仪式遵循神的法规和受神的安慰是每日生活的重要部分,信仰让人们平和、知足、包容。



当代社会越来越尊重个体生命,传播最终也会回归到生命传播。公益精神就是
